I think this would be a good idea, since it looks like that's the way your going with your cast of villains so far, anyways. I'm an aspiring writer, myself, but can't draw for crap, so I'd love to give it a shot. If you do print up some character sheets, make sure to send me a copy! (If you want my help, that is.)

Um, Cartoon Network is already doing something like this. It's called The League of Super Evil (L.O.S.E.).

1.He doesn't know what Vengeful means, he just put it in there cause it sounded cool
2. They don't really know, Vengeful Koala isn't sure what to do just yet.
3.Sprite, Jaguarman insists that too much caffeine can ruin an evil plan, but the rest insist on taste.
4.The location is based around a city called Zoar city. The evil lair is currently based in the basement of a small pizza place. Papa Pizzaro is also a wannabe villain.
5. Vengeful Koala knows only two things about koalas, that they climb trees and eat bamboo.

Hell yeah I can use any help I can get. I'll post up the character sheets in a it, along witha full synopsis.

first for the people on this thread we never talk about /b second this has been done a lot but if you want to make it a little more original and change it up a lot! also make them very comical or something!

despairing but likely true. However you forgot to mention a few things. The comic will likely be stolen by numerous others. Or someone else will take the same ideas and do it in a way they find better.

Great! Well if you want to help out, you can try coming up with some villain or hero characters. So far here is my list of characters:

Vengeful Koala: The mastermind behind the league. He has lots of insane ideas, but most get toned down by the "board of evil planning" and wind up kind of wimpy in the end.

Jaguar-man: Vengeful Koala's childhood chum. He joined the league simply to humor his somewhat crazy friend. He keeps things organized and less chaotic in the league. He is the director of the board of "evil planning"

Pizzaro: He runs the family business pizza establishment in Zoar city, as well as supports the League in his restaurant basement. He wants to lead a life of mischief, but most of the things he does winds up benefiting someone in one way or another.

How about a mayor of Zoar City? One that read comics as a kid, dreams of becoming a superhero, and wants nothing more than to be fighter for good that beats up the villains and saves the day?

You can use TvTropes,namely Evil Tropes Index. Tropes are not exactly cliches,they're a bit broader than that,but still...

Anyway,this idea for a webcomic seems good. May i suggest some other villains?

Villain #1: Huge bodybuilder with glass bones - these two qualities cancel each other out,so he's not stronger than usual office plankton.
Villain #2: A mad scientist who can channel electricity through his body and attack with lightning bolts,but only if he is immersed in water.
Villain #3: Burpman. His burps are superpowered,but he needs to empty a couple of fizzy drink bottles into himself before he can attack.

Oooh, how about a clown superhero? He's covered in clown makeup and wearing a clown costume, so he looks rather evil. (And face it, we all know clowns are evil.) So evil, in fact, that he could be mistaken for a supervillain. Imagine if he made his way to the basement of the local pizza shop...
