Yeah the only game I could kind of compare it to on that level would be the Metal Gear Solid series, which also puts a lot of people off due to it's emphasis on story. If you look at any 'favorite games' thread Mass Effect always features very highly in those too.
It is definately not a game for everyone as the amount of time invested by the player in exposition and story is almost half of the game, but it is what a lot of people love about the game.
I personally loved it despite its technical flaws and the weak combat system, and the last hour of the game was the most exciting climax to a game I have ever played.

At least in Mass Effect you could choose whether to be nice or an asshole when chatting to people for half an hour!
