It was a terrible thing, to be sure, but the world is full of terrible things, she got more than her fair share of attention. The media could have run a campaign about something more important people could actually do something about (though that line gets thrown around far too often).
Additionally...there are other little kids that go missing, who are deemed not worthy to get that sort of attention, that would seem to be considered unimportant and forgettable.

Turns out it isn't a charity, it's a company, so they can spend it on whatever they damn well please.What is the money being spent on?
The Fund is supporting the McCann family during their search for Madeleine and in ensuring a high profile of Madeleine?s abduction is maintained. Money spent to date has been on:
supporting the private investigation to find Madeleine;
ongoing public awareness raising ;
establishing and updating the website ;
family expenses; and,
professional fee, including concerning international law on child abduction and the costs of setting up the Fund
The directors continue to review the future strategy of the Fund to ensure effective use of the funds
