Well... Fun. Maybe ditch the whole "Grim n' Gritty Realism" angle of IV, re-introduce atleast ONE primary colour to the game.
Maybe bring back some of the old-school insanity, like the Elvis'(Elvi?)-gangs, or the Gideonites from the first two games.
Just... Y'know, remove the fear of maybe being slightly silly once or twice.

It's gotten to the point where other games are well within their rights to satire GTA.

Throwing people.
Subtle satire.
A mission where you maim Lazlow.
Random events such as drunk drivers or rampaging killers.
Godzilla.
BMX bikes.
Mobility scooters (with nitrous).

Bully for me was by far Rockstar's most atmospheric, fun game. I got so lost in that wierd little town and the stories of its residents.
Red Dead Redemption is the most atmospheric and fun for me, but Bully is #2. I loved the music.

Good idea but instead of the cutscene they could have the player get a phone call with a family member asking to go bowling. Just as they think 'shit not this again' the playable character says 'That's a fucking stupid idea and hangs up.'

I would not buy another GTA game if it was set in Vice City or San Andreas again.

The Series should get out of the USA for once.
Maybe Grand Theft Auto: Beijing? or Grand Theft Auto: Toronto? I'd even accept a Grand Theft Auto: London Remake.

The next game NEEDS to take the piss out of the last game in a big way. Maybe one of the characters could call your cellphone asking to go bowling several times until the character gets so annoyed a mission gets triggered where you find them and kill them.

No more people calling you up to demand you do stuff with them. (IE Roman Bellic. HATE HATE HATE)

More rural and desert environments like San Andreas.

A character whom you can actually customize the gender and appearance of.

Set someplace other than New York (Liberty City), Miami (Vice City), or L.A, Las Vegas, or San Francisco (Las Santos. Las Venturas. San Fierro). Preferably someplace outside of the USA.

I liked Red Dead Redemption and how it made you feel like you were a part of the world, with the little moral decisions and random events you could partake in. I really felt connected to the characters in that game, and something about the Wild West appeals to me.

I guess what I'm saying is I want the next Grand Theft Auto game to be a Red Dead Redemption sequel/spin-off/prequel/something
