That's not going to happen. They've said that you play "the last dragon-born" in the game (original I know). You wouldn't be the last if there were
two of you. =S
Well there doesn't have to be two 'last dragon-born's for CO-OP to work. The main player is the dragon-born and the person who s/he is CO-OPing with is either an adventurer from a far away land (blah) or a mercenary who has nothing better to do. Infact why not have companions you pick up in the game have the option to be played by another player? That gets past the having to level up the character and could work.
It would only be a shallow co-op mode though. It would be based on the other player "dropping in", and I doubt they'd have much motivation to continue without the fun of levelling the character and setting armour, weapons etc. If you continued to play the game with a bot, their character could change a lot. Character development is the whole point of the game, I don't think anyone would play as a sidekick when they can play the dragonborn.
