i think they should just lower the amount of health everything has and just make tighter shorter combat. Hacking at something for thirty seconds isn't fun but if the game had what I previously suggested it would
A) Put more of a risk reward thing in combat making it more risky to to go for that second swipe but make it more rewarding if it succeeds.and-
B) Speed up the entire game in general. Which is either a good or bad thing depending on your opinion
I would also like it if they added something kinda like VATS in the game.

Dwarves are extinct in Tamriel. The in game lore says so.
Also all the races on display are the only races you would justifiably find in Tamriel. But the argonians and Khajits all have sub races like say... breeds on a dog that could bring in some good variation.

Also all the races on display are the only races you would justifiably find in Tamriel. But the argonians and Khajits all have sub races like say... breeds on a dog that could bring in some good variation.
So what? Its a fantasy game. Just have them all be brought back to life in the opening cutscene. Better yet have them come back as the big guys made of stone that they where originally.

What I want above all else is a rich, complex, and adult political and cultural landscape as seen in Morrowind. I would also like it to feel otherworldly and exotic again (shouldn't this just be a given?).

Combat still needs a massive overhaul. Magic is never worth it, I found Morrowind combat better than Oblivion, though that might have been because of autolevel...
On that note, get rid of autolevel. It meant you never felt you were more powerful. You could never come back to an area that destroyed you and slaughter everything... I ended up feeling weak, since the bandits could still put up a fight after I was level 30 or whatever.
Fast travel destroys immersion, Morrowind did it better. So give us some way to get to major towns, give us mark/recall spells. Fast travel wrecks any feel of bigness from the land, as well as making the game way too easy.
Give us levitation, and don't nerf the enchantments this time. Part of the fun of Morrowind was with enough effort you could become godlike... Make it more difficult, but still make it attainable.
More of the epic side storylines would be good, like the noble houses of Morrowind. Oblivion did well with the quests for guilds, there just wasn't enough.

Argonions and the cat people to be more... Well like lizzard and cat people, hiss when they are angry, and purr (and whatever nosie a lizzard makes) when pleased....

And I want more than just 'blade' and 'blunt'. Seriously, that was the dumbest move ever. Being good with a dagger and being good with a claymore are significantly different things.

I also want the game world to have some diversity to it. Hopefully it isn't just snow - snow - snow - snow - viking-style village - snow - snow - snowy mountain - snow - coast with snow - snow - snow- npc in the snow - snow, like what Oblivion did with grass.

These too. One of the best things about Morrowind was how interesting the culture and lore was. You know what? I need to re-install Morrowind. I miss that game. Off I go :D

I should also say that I hate ALL dwarfs from lord of the rings to Eragon and one of my favorite things about the elder scrolls is the stupid annoying little Scottish turds are out of it.
