I think there simply should be more steampunk as im huge fan of that genre
for those (and i put this as every time i say steampunk there is least 9 of 10 who have no idea)

destructable environments , more ammo ,more health paks, more interaction with npc's , in gta people have actual jobs so they don't walk and drive to no where , buildings that you can go into and no 2 are alike , cops that ignore petty things , and character customization

when you shoot someone in the leg or chest , don't die but hobble away in pain , and not that i'm a perv but sex and nudity
