What does evil do when it wins?

Well, when the aberrations win everything is aces. The Mindflayers set the world so that life continues until the end of time, and create a society where everyone is equal. The Aboleths force the destruction of the current universe and any future universes that don't fit with their memories. If we assume non-monstrous races are "evil" Then they enslave, and conquer all of the lands. In the event of an undead victory all life is dead. If the Unborn-God wins everything ends and only one God remains. "evil" beasts and Beholders have no end-game.
Braking away from D&D, it's stated that if SCP-682 got its wish all terrestrial life would be over, because it's not from here. Even out "god" said it's not one of his. If we use Mass Effect the Reapers continue their cycle.

Well... they would create a Fascist nation (or world) in which everyone believes they are in the right and are incredibly patriotic to the point of blind stupidity and everyone else outside of their nation is somehow against them and the way others run their nations is somehow in some way detrimental to the way their fascist nation.

Look at it like Highlander. There can be only one. Once it is whittled down to that it is not as if Evil will destroy itself, It simply means its won, and it controls everything it wishes to. Then its either time to enjoy the spoils, procedure to torture and torment what is left remaining or both.
They wouldn't know, they've never won

Very true, this is why the Empire in Star Wars is actually a really awesome evil because it has a political agenda as well as exploiting people in bad ways etc.Syzygy23 said:

A well-done villain is hard to pull off. I mean, if I was a villain I wouldn't wanna destroy the world, because the world happens to be where I keep my stuff, for one. But yeah, the motivation of a villain is where it counts that fleshes out the character.

Depends on the villain. I feel as though in most cases they'd continue as they were, sans the annoyance of the heroes involved.

If the villain actually considers himself evil, he's probably either terribly written, or in a comedy setting where part of the point is this question being exploited. Sometimes you get people like The Operative, from Firefly/Serenity, but mostly if a character describes himself as evil, he has no depth and is nothing like a realistic human being.
Any villains that aren't a stupid Saturday morning cartoon cliché will have some ambitions, which usually are what drives the plot and the heroes don't need to want anything. Those villains will achieve their ambition once the heroes are out of the way. So what evil does when it wins varies on a case-by-case basis, but is usually pretty well-defined. Unless, as previously mentioned, the villain is terribly written.
