Lastly Seth is increadbly overpowered. Strecty arms,Instant grab that cannot be blocked,Teleportation,and prooaably the strongest ultra move in the game. How do they expect anyone to beat him on Hard.

The ultra is designed so that if your are behind it's not a lost hope for you. When your opponent has one you need to respect that and look out for it, they are hard to hit with if you're looking out for it.
Really when have you ever played a fighting game where the computer had poor execution, it would just make programming the A.I way too complicated for something completely pointless. There are players that can execute all the moves as if they are just one button, so why shouldn't the computer?
Any decent player will easily stop the charge attack by simply jumping out the way or throwing you. If they are getting caught by it they deserve to lose.
Every fighting game ever has had a rediculosly cheep boss character, its just become expected with fighting games that the boss will be just that, a boss. (If you think Seth is cheep play SF2 ST and fight Akuma. He was beyond broken.)
