Power adapter:
Requirements: Energy weapons 60%, Repair 30%
Energy weapons can use different power cell sizes. 2 energy cells = 1 MicroFusion cell.

If they're aren't from the get-go (and they really oughtta be):
Sniper:
Eliminates spread for sniper rifles in real time combat. (am fine with the bullet drop, wind affecting the trajectory and all that, thumbs up, makes it more fun, just for fuck's sake, no spread)

Gillie in the mist: If using a sniper rifle and no enemy is aware of your or another hostile presence, your first shot will kill any organic creature should it hit, Giants, behemoths and similarly large creatures are excluded.

You're out of ammo, but unfortunately for them you're a badass. Your Damage Resistance has increased five points and your Hand to Hand and Melee Skills have increased by 15%. Must not have a single bullet, shell or explosive on your person.

Night vision would be great just not mandatory. Would eliminate the problem in fallout three where night was realistically dark and so hard to play in. Kinda adds more time for missions and helps you sneak because you no longer need the pip boy light.

Download a mod, I'm sure it'll be out there pretty quickly if it's a real issue.

They removed the big guns skill. Larger than average things that shoot now fall under Guns, Explosives, or Energy Weapons.

Han shot first: less of a AP decrease and higher accuracy when using an energy pistol in VATS.

Made in China: 2X damage for Chinese assault rifle, 2X damage for Chinese sword, and 4X damage for Chinese pistol. Available only at lvl 28

Hell hath no Fury: The higher your Karma the less damage you take and the more damage you deal. Available only to Good Karma players at lvl 18

Flippin burgers in Hell: The lower your Karma the less damage you take and the more damage you deal. Available only to Bad Karma players at lvl 18

Thors Apprentice: You are practiced in the ways of battle but Karma holds no sway on you. The more neutral your Karma the less damage you take and the more damage you deal. Available to all at lvl 18.

Excalibur: Gives schematics for a melee weapon called "Excalibur".
