Blood is blue when it hasnt been oxidies. Thats what viens carry deoxigenated blood, which is why they're blue.

Arteries carry oxigenated blood, which is why is red.

If by blood is blue you mean blood is never blue and is always red then yes blood is blue. Being a little more helpful i can say it's to do with the light absorption of skin and also to do with the surrounding skin colour.
