1) The ability to play through the campaign co-op.
2) Kill streak rewards that aren't quite so good. Predator missile - balanced. AC-130 - not so much.
3) Spawn protection (nothing like spawning outside under a harrier over and over again)
4) More Spec Ops would be awesome

EDIT: Dedicated servers and a more polished multiplayer lobby. Take the example of Battle.net

I enjoyed the ability to play the campaign for World at War co-operatively, so I'd like to see that get added (damn, ninja'd).
Other than that, I'd like the story for the next one to be a lot less overblown. If you took the odd thing for granted, most of the stuff in COD4 could happen and feasibly be hushed up so you never knew (or only had a vague idea of) what had actually taken place. I really liked that element to it.

The ability to take enemy npcs/players as a hostage/meat shield Gears of War style. The ability to customize your solider. Adding an in game menu to color your name, I'm sometime tired of having to change my steam name back and forth because color coding is based on ^#

They do in Uncharted 2. It loads of fun to get people online just as they pull the pin, and watch their now lifeless body take a few somersaults from their own grenade! (Priceless!)
On topic, a much tighter story, or better yet, don't include a story. People playing on MW2 looking for a sequel definitely won't play this one for a story, so not having one could only be an improvement over that dreadful mess. Better no story than a bad one.

I'd like to see a much longer campaign with a tighter and more cohesive story line. More attention paid to the single player part of the game rather than the multiplayer ( I almost never use multiplayer anyway).

Dedicated servers.

An in-game function to mock whiny scrubs who rages about every other weapon/tactic beeing cheap.

Huge expansions on what made the game stand out for me, the whole class costumization/unlock system. I liked it in MW1, even more in MW2, i wanna see MW3 have a class creation/unlockign system as deep as a good RPG (role-playign game that is, not rocket propelled grenade)

Some way to encourage teamplay more on objective based maps like sabotage, to avoid half teh team camping to boost their K/D ratio or something, instead of trying to win the round. Perhaps a bigger reward for winnign or a penalty for loosing or something. It sucks to be the only one trying to plant them bomb, cause everyone else is too bussy doing achievements or something.

Not having to die dozens of times to reach a checkpoint and finally get shot anyway

Limit killstreak air space. No enemy chopper gunner with 2 harriers and constant care packages.

Make shotguns primary weapons.

A conclusion to the Rangers campaign.

I agree with everything else said and maybe tweet certain perks. I mean c'mon, Commando? Seriously? Certain perks need to be tweaked to balance gameplay a bit.

Things that I would like to see?

1.) A beta to minimize bugs
2.) No nuke or "spam kills in objective type without getting objectives and still win" equivalent.
3.) Vehicles in multiplayer.

Improve and lengthen story and don't let blood flood your screen when you're hit so that you're blinded and keep getting hit. The way it looked MW1 was fine, you knew you were dying but you still had the chance to look around for cover.

New story, a few years after the events of the last game.
Legionnaires.
Longer game. For all the action of MW2, it was pretty short.
Break from realism. I like how MW2 was less of a game and more an interactive movie.
New locales. Maybe South Africa, China. Some Pacific ring action would be awesome.

For online play, I'd like to see dedicated servers. I'm a fan of NDS, but after the online fiasco of the last one, DS would be a nice feature.
A fully-developed and generally bug-free multiplayer.

Return to the basic UAV-Jet Strike-Helicopter killstreaks with maybe some rewards carried over from MW2, like a supply drop and UAV Jammer.

Remove the AC-130, Apache Gunship. Or make them non-controllable replacements for the helicopter and jet strike KSR's.

Bullet travel times. Kinda tired of bullets "lasering" to targets. Especially true with sniper rifles. If you're going to have a class that requires skill, at least give it some aspect to master.

i agree with all except 3,i mean CoD5's tanks proved to be VERY annoying -.-

I think that the knife should become a secondary weapon on its own. You would still be able to melee with it normally, but if you chose it as a secondary you could slice multiple times per second. Sure, it would bring a large amount of witch classes, but they would be totally defenseless at longer range.

Also, I think there should be some new (BALANCED) killstreak rewards. For instance, being able to have thermal goggles would be a nice 10 killstreak, and a toxic gas grenade would be a nice 5 killstreak (you wouldn't get many kills after people figured out what was going on).
