What videogame has the best soundtrack?

Amongst some of the lesser known (in my opinion) include Heroes of Might and Magic (3 and 5), Age of Empires and Hearts of Iron.

Half-Life 2's soundtrack always flows very well for me when I'm playing the game. Apart from that, Metroid Prime 1 & 2 had really good sounds too, and the music definitely helped layer on the atmosphere really nicely.

Let me list some epic ones:
Red Alert 2's Hell March, I usually listen to it when I play strategy games, seems to help.
DMC 3/4's tracks basically pump my adrenaline, they're a good choice when you slay demons.
Mirror's Edge - Still Alive because the singer is nice, and the tune is overall calming.Helps prevent stress, that's why I keep in on my playlist at all times.
Portal - "I'm making a note here, huge success..." Track says it all.
Loco Roco and Patapon are my choice for best PSP sounds, the little fellows never bore me.
God of War is last but not least, as any song in the soundtrack fits perfectly in the game, at let's not forget about "Hold Devil's Pot Of Tea"

Jet Set Radio on the Dreamcast had a superb soundtrack; still have the album and listen to it regularly.
