Onslaught. He's a character. If you don't know, combine Professor X and Magneto. Literally.
If not him, then probably Apocalypse.
Insane amounts of power FTW!
EDIT: A question for someone who knows more about Wolverine- has he had his head cut off? If so, does it just grow back? It would seem like him losing his head would be rather hard to fix, unless he reaches up and puts it back on, or pulls some kinda Cell regrowth by being able to reform as long as one cell of him exists. But since decapitaion removes the blood and oxygen supply to the brain, which is needed to actually be alive, would his regenration simply stop?

I can't have Adamantium? Fine, then I want want the powers of Wolverine (superhuman senses, strength, speed, stamina, reflexs, and longevity, mutant healing factor, and retractable bone claws and YES he was born with those!)
Then I would go through the Weapon X program and get the Adamantium anyway.
Minus the senses, all of those superpowers come from wolverine being able to regenerate. His muscles heal quickly so he can build muscle and stamina faster, although by all means anyone who can lift more than about 1000lbs should look more like the Hulk than Arnold Schwarzenegger.
Also, the amount of energy Wolverine body must need in order to operate at peak capacity... He must eat like a dozen huge meals a day, or else his body would consume all of his muscle. In fact, anyone with his powers, or any physically demanding super-power, such as super-strength or agility, would
have to eat massive amounts of food a day.
It's funny, when you add reality into comics, things get messed up.
