I'd love for a join effort by Ubisoft and Konami to help, with lots of input from Rockstar. It'll be an open world superhero-style video game with powers in the same vein as Dragon Ball Z (open world flight, energy attacks, even teleportation). The story I'll keep a surprise. Hell it could just be like a Single-Player City of Heroes for the consoles in the same dialogue and story choices as Dragon Age but with the open-world destructible environment like GTA4 and Red Faction: Guerrilla. That's what I want.

A game in which the story was more subtle and provocative. Something with a real world element (whether modern or an era piece) attached to a very dark and magical element. The main character as well as every other character cannot be an all powerful mess. There would be no prophecies or prophetic heroes. It'd be dark and psychological without trying to be a horror. It'd almost be like living a life in that world and experiencing a story of inner turmoil as well as outer conflict. It wouldn't have a base storyline, just minor events that must take place as well as a world backdrop that meant something beyond just setting up the game.
Open world, random events that impact the customizable character. It'd have simulation elements. It'd allow evolution of a meaningful character and a story that wouldn't be epic, just involved and provoke emotion.

Gameplay-wise, I'm not sure what it'd be. It certainly wouldn't be like Heavy Rain though. I'd want something more involved.

An MMO which is directly affected by each and every players action. You could cut down trees, and start your own cities. Their would be very few NPCs, and roles normally held by NPCs would instead be played by players in need help/cash (ie quest givers/guards).
I second this idea although I say that there should be NO NPCS. It should be a completely player run world but needs to have a lot of moderators that will watch over any cheaters/modders.
The NPCs would only be included for the a limited time, to help the game start off, but all of them would be kill able.

An FPS where you play in a literally interpreted version of internet jargon. For example, in internet-world, Anonymous is a shadowy mob-like organization that controls the entire world, forum moderators are fascist government agents, Gamespot is a brothel, furries are bleeding-heart pinkos, and black people and women are the stuff of campfire stories. The player character is an anarchistic hacker who sets out to vandalize wikipedia (here represented as a graffitied-on library) and accidentally gets caught up in a war between the Church of Scientology (a fanatical cult. In the game, I mean.) and the internet's free hackers. Joining you are your collection of "friends": the "Pool's Closed" guy, a boistrous heavy weapons expert; AE-tan, an unhinged and sadistic muderess; The Epic Fail Guy (surprise, he screws up a lot); and Rick Astley. The game's world is peppered with internet culture, and serves to lampoon everyone on the planet, up to and including you.

The gameplay is a combination of stealth and run-n-gun: which is to say, while you can exploit the sprawling Deus Ex-style level design and be some kind of future ninja, you can dash that at any point and play the game as a slow-mo-and-contextual-scenery-riddled Lobby Scene simulator-- kind of like FEAR, I imagine.
This is full of Win.

...and presumably Win and Fail would be power ups of some kind, or your health meter.

I'd make an exact copy of Team Fortress 2, but take out any weapon that was designed by the community and given stupid, unbalanced stats at the last minute by Valve.

Why, Valve? Why did you have to do that? Was the Polycount pack update your way of saying "You've spent too much time on this game, stop playing"?

The game is set in a high-fantasy/steampunk world. You get to completely customize your character and background. Throughout the game, you can do anything you want, as in there is no single story. You can simply become a farmhand, or you can go out and battle the forces of evil. You meet unique and interesting people, and change the world as you know it. Obviously, such a game is impossible to make, but it'd be totally awesome.

Only a simplistic genre definition, but I would want an old school RPG game swords and magic and that like FFIX and FFIV but without turn based battles, a battle system like Kingdom Hearts in place of it. Just because I find turn based battles quite boring but love the setting of these games.

It would be a big budget side-scrolling action platformer. Not like LBP though, but real 2D animated visuals. It would have the epic and adventurous feel of God of War, the crazy combat of Bayonetta, and the inventive gameplay and puzzles of Okami.

I have a real fleshed out dream concept, but that would mean I'd have to write it all down...and I don't really feel like it.

A Used Future [http://tvtropes.org/pmwiki/pmwiki.php/Main/DieselPunk] Space Opera/RPG/Space Combat Sim made by Bioware with the main character voiced by Jennifer Hale, and everything is crazily customizable. Think of it as Freelancer meets Mass Effect meets Cowboy Bebop.

It's medieval times, and you are an Assassin, who's got to sneak around, assassinating stuff. Imagen Thief meets Assassin's Creed.
Anyway, you get to customize your character down to every last detail, and the story is around 20-25 hours long, with side missions that give it around 3-5 hours extra if you don't rush them all.
You get to name your character, and with the unlimited budget we create advanced text-to-voice technology so the characters can speak to you and use your name.
The story goes you are the greatest Assassin who ever lived, and you are given a few missions near the start of the game to introduce you to the mechanics, and to ease you into the story and idea of being a skilled Assassin.
Then, you are given a mission from a shadowy stranger to kill a high-ranked politician. You agree, but prepare greatly, as it is your biggest mission to date. The plan is to kill him in his sleep, in his own mansion. You do some platforming sections to get into the house, then must navigate your way to his bedroom.
But when you enter, the alarm goes off and armed soldiers are waiting in his room. If you run to the window and dive out, you escape, but if you don't then you get captured, and must escape a low-security prison to carry on with the story.
P'd off, you attempt to track down the shadowy man. You are well know around the city, and must avoid guards and citizens. You can walk the streets, but too much exposure to the citizens will cause them to yell for guards. You mainly run on the rooftops.
The escape or get captured is a mechanic going to be used in several events placed around the game, and you will have been introduced to it in the tutorial missions.
That's all I have for now, but whatever, I think it's good so far. If I get into the business, I might pitch it!

A living city in which you can do anything.

Or a game in which you run a car company, develop technology, design and style your cars, build up a global automotive empire and use its leverage to dictate government policies around the world to suit your needs. For example, you could make a country adopt regulations that outlaw more advanced technology than you already have (See Citroen in the USA). Or you could put though safety regulations to favour your vehicles. Or you could dictate tax to favour your products. Basically Detroit crossed with Oliarchy.

Or a GTA game set in a scifi city, flying cars!

I'd like a game where words spoken into a microphone are instantly translated into in-game environments, NPCs and events. Like a toolbox for running roleplaying games with nothing but your voice, but the players get to enjoy the full visual glory of a modern day game engine. Imagine a scene where the Game Master describes a mission based on a preplanned scenario involving a heroic group of adventurers. As the game progresses the GM then adapts and responds to the needs of the player characters on the fly, creating more content on top of what he has already made before the game started. Adding new NPCs, adjusting combat difficulty, jumping over boring bits of trivia and taking the player characters from one epic scene to another in a smooth transition preplanned and then adjusted for in-game pacing as needed.

O', and you should be able to run the client software with a microwave oven! The GM server software can have higher requirements.

an RTS/tycoon game where you play as an international drug cartel (obviously made by rockstar). basically you have a tycoon system where you sell drugs and buy stuff so you can sell more drugs BUT the police and rival gangs want to stop you so you have to employ various gang members and send them into the city to deal your drugs and fight police and rival gangs. this concept has massive possibility and itll get shitloads of publicity

Like the Sims games, however 1st person, completely uncensored so you can do anything, nothing is considered illegal, all real world jobs available (including ones illegal in the real world), and a handful of locations, all of America with fake towns that parallel real ones filled with randomly named people, a renaissance Italy with various real people like da Vinci and randoms to fill in the towns, and an ancient Greece again with famous and random sims, more added via DLC. It would look realistic and you can enter all buildings in the game world. Settings would be customizable, such as how often you eat/drink/sleep/etc. how fast you age game time's speed and people could release mods in a mod marketplace, all mods would be free and available on console versions too. Singleplayer and local multiplayer only.

Made in joint by the creators of the sims for mechanics and bioware for story/dialogue.

A FPSMMORPG with a kind of cyberpunk/futuristic theme. The balanced nature of TF2, an open world, and numerous ways of interactions between objects and people. AND NO GRINDING!
