The Moomins, although it's practically anime. To be honest, I think the difference between anime and cartoons from other countries are largely made up -- there are various types of Japanese animation. The way some people categorise anime is like considering only serial cartoons aimed at male pre-teens/teenagers actual cartoons.
Others... Um. I like Avatar, Alfred J. Kwak (another one that could be called anime because Japan was heavily involved in the production), and the old TMNT. And He-Man! Neither TMNT or He-Man have aged particularly well, IMO, but that's exactly why they're great even now, they've went beyond that special border of horrible and awesome, especially the old crappy dubs in my native language.
Edit: Oh yeah, how could I forget: Nick Knatterton! It was made of awesome. And then there's this Finnish animation named Pasila, I love that show.
