not a lot of people, zombies need to learn to swim before they can get their, and they would just be distracted by china and japan.
Also anyone who's said anywhere cold would freeze the zombies obviously hasn't seen "The Thing". I know it's not a zombie film per se but it's still the same basic premise because most of the time dead things are coming to life in a tundra landscape, although the "Thing" is more akin to a mutation or symbiotic parasitic organism.
Personally I'd love to see a zombie movie not set in any country but in space, or better yet, on a plane! Samuel. L. Jackson can play the lead, obviously.

Edit: Forgot they already did a zombies on a plane film "Flight Of The Dead". Also, if we're talking countries I'd love to see one in a place with martial arts, because "Zombies VS Ninjas" would be epic as hell.

HOORAY JAPANESE ZOMBIE HORROR.
I'd seriously love to see that sort of thing, done by the Japanese, not an American remake of said horror film.
Japanese horror is much better than American horror, as we usually rely on gore and blood factors to scare. Japanese horror is more subtle and has a bigger scare effect.
Take the movie Re-Cycle, now mind you I don't think it's intention was to be scary. But there was some seriously trippy parts that would scare you, it had thriller elements that kept you on the edge of your seat and it had a very disturbing and vague ending which I wont tell you as it'd ruin the movie.
It's movies like Re-Cycle that hold elements of true fear in my mind.
