Are you after HP Lovecraft only? Or the entire mythos, 'cos I know of stories written by about half a dozen authors besides HPL?

Just get the Necronomicon. It's a collection of all of Lovecraft's stories. Including the Cthulhu ones.

I have three "Omnibuses", each containing several short stories, the important ones are:
The Dunwich Horror
Call of Cthulhu
At the Mountains of Madness
A Shadow over Innsmouth
A Colour out of Space
The Case of Charles Dextar Ward

And probably some others I can be bothered remembering.

EDIT: Important note: HP Lovecraft's works are public licence, so you could get them all for free if you have an ereader.

I'd have to agree with Aethren...

Most of the Cthulhu anthologies are multi-authored with very little Lovecraft. The Necronomicon (but be careful about searching for it randomly... you might end up getting yourself Simonomicon) Best Weird Tales has the more well known stories/novellas (though not all of them, you'd have to get the three volume Omnibus for that).

The Call of Cthulhu is probably best. Although spoilers, every story is the same, the main character sees a monster and goes mad.

Call of Cthulhu and Other Dark Tales from B&N should be affordable.

Just a note: Lovecraft only wrote short-stories and novellas. Rabidmidget's list up there gives you some of the most referenced ones, "The Call of Cthulhu" being probably a good place to start.

You should also be aware of Lovecraft's peculiar style, if you aren't already. Why not try something [http://www.hplovecraft.com/writings/texts/fiction/h.asp] short [http://www.darkromance.com/gothic-arts/gothic-literature/classic-gothic-literature/016-nyarlathotep-by-lovecraft.html] first?

Get the Necronomicon Anthology. It's got a large selection of Lovecraft's best stories, including the only one Cthulhu actually appears, in 'The Call of Cthulhu'

As was said above, almost everything (including all of Cthulhu) is in public domain. If you have an ereader (or smartphone / tablet) there is a free ebook called Complete Lovecraft Reader with all of the public domain stories that was assembled and edited by fans. You can probably find it pretty easily (or if someone knows a place to store it I can upload it myself).

there really is no such book, they mention it but as far as I know, none of them focus.
The one supposedly written by "the mad Arab" Abdul Alhazred doesn't exist, despite a fair few fakes that have been floating around for decades. However, the one that's being suggested is just a cleverly named collection of Lovecraft's stories. It doesn't make any claims to be the one from Lovecraft's own stories.

OT: Others have suggested the best methods: The Necronomicon or one of the public domain collections floating around the internet. However, if you can't afford a copy of the suggested book, and you don't feel like reading off of a computer screen, there's cheap collections all over the place. For example, they sell paperbacks with maybe 10 or 12 stories a piece at normal paperback prices, and I can almost guarantee that your local library will be ably to get you a collection of some sort -- they may not have one on the shelves, but an interlibrary loan is simple enough to do.

Also, and I don't normally consider this a problem, Lovecraft is racist. Very racist as it goes. Honestly people play it up but just appreciate it as part of the story and you'll be fine. It's nothing 4chan can't beat given an afternoon but it's worth noting if you're a little bothered by racism.
Pssst, everyone was racist back then.
It would be more surprising if he wasn't racist.
