He could fix the world wide web to increase data efficiency.

that was so bad i groaned out loud at my own joke
It's punnerific sir! And for whoever posted Captain Obvious:

But I'd go with Darkman. He's like Batman mixed with Mystique.

Victor von Doom, without a doubt. He's pretty much the second most intelligent person (after Reed Richards) in the entire Marvel universe, an inventor and engineer without peer and already has plenty of experience ruling, what with having governed everything from his own country, his own planet and the entire world at one point or another.
Err... if you acknowledge that he's the most intelligent person in the world, why wouldn't you want Reed Richards to rule? Too soft?
No, cause Reed Richards is useless. [http://tvtropes.org/pmwiki/pmwiki.php/Main/ReedRichardsIsUseless]
Wow. Truly, all the mysteries of life can be explained by some tv trope or other.

Mr.Terrific. thats kind of his thing. He's one of the most brilliant minds in the DCU, and definitely has the most business savvy. His jacket is kinda gay, but he knows his shit.

I say Mario.

We just chain him up and throw bricks at him all day. That should generate enough cash to kick start the economy.
