The funny thing is, Project Zero is the original name, it's the americans who renamed it.
It was originally just called Zero. Both Europe and North America renamed it.

None of the names really make sense. Unless zero has connotations of ghosts, spirits, or death, or the ring signifies the ring in the camera, I'm at a loss. It is, however, pronounced rei, which is the name of the protagonist in the third game. Still, I doubt it was some nod to the future as Miku tends to be the most significant character. Although, it could be a play on words if rei is a homophone like damn and dam. Or the creator could have just been a fan of dadaism. I can't speak Japanese, so I'm at a loss.
Project Zero just sounds like something they slapped on. There may have been something called Zero in Europe at the time is all I can think.
Fatal Frame seems to make some attempt to explain it, but it only makes sense in hindsight and if you tilt your head to the side while closing one eye.
I guess it's just hard to come up with a name for a game that involves exorcising spirits with cameras.
