Has to be Navi, just makes one sound, which is annoying itself, and then just states the obvious.
If we can get on Gamboy games I would have to say Your Rival in Pokemon... doesn't matter which game it is...he still is very much annoying.

Issun, that little green shit from Okami. I don't know what's worse; his high-pitched, synthetic gibberish or the fact that whenever he says something bloody obvious about whatever quest you're on, it gets highlighted in red as if we are too stupid not to notice its relevance.

Navi wins this award in my book, but she was closely tied with two characters from Sonic, Tails and Rouge. Honorable mention to Professor Oak from Pokemon, for not letting you use items.
Kaidan alenko from mass effect. some how, some way, he managed lose health even when their werent any enemies around, and was always the first to die in combat. every cut scene and every time i talked to him, he said somthing uselessly annoying or painfully obvious. yet, i killed ashley instead of him. i guess it was so i could still make fun of him without "disrespecting the dead".
