I would have to say the big tentacle thing at the end of Borderlands. All it did was push you back, it was just pathetic...

Tom Reed in Splinter Cell. His existence and acts of "evil" are made possible only by ripping giant holes into plots and by him having to be there to function as plot device to cover said holes. Nothing against the character himself... but he just doesn't make any bloody sense.

But aside from that: Any villain that doesn't straight out murder the protagonist when given the chance, but gives him/her an opportunity to slip out.

He's a bit of a sap tbh, I don't get why people adore him so much.
I think it's mostly due to his appearance, with many people disregarding or not caring about his core personality. :x
He's not even that cool looking, who would have known that having long hair and a coat would get you such fandom.

The worst villain, Mysterio in Spiderman 2, 3 bars of health fill up, an epic setting (the local corner-store) the shopkeeper held at gunpoint and then bam, one punch and the bastard is down, revealed to be some chump who lost a bet with you...

Ripto from Spyro: Enter the Dragonfly. Allow me to explain his evil plan.

First he teleports himself and his two minions directly in front of Spyro + company despite the fact that they are distracted at the moment, thus making the element of surprise essential, and the fact that Ripto has a minion with missile launchers on his back.

Ripto continues on to announce that he will plan to steal all the magical dragonflies thereby making the people of Happy Sparkly Sunshine Land helpless before his evil magic, although it also helps make sure that the hero knows what his evil plan is and how to stop him. Why Spyro doesn't just fry Ripto's ass the second he appears is beyond me.

Then he proceeds to do so, but due to a deus ex machina, he messes up and accidentally scatters them across the land just so our hero has every opportunity to foil his dastardly plot.

Then he leaves.

His sea monster mutation doesn't count. That's a different boss/creature altogether. Irving himself, was so annoying and so damn ridiculous. Absolutely takes you out of the game, and I consider him pathetic.
My friends and I call him Strangleberry McGee.

Ok Destroy Man from No More Heroes cuz even on the bitter difficulty I avoided every one of his attacks and killed him rather quick. Letz Shake definitely counts as well because he used a Virtual Boy to control that earthquake machine.

The Leader from the classic Hulk game just stood there and took his first and only hit in the last level.

Legend of the Mystical Ninja Starring Goemon for the N64 had bosses that could be defeated without taking a hit.

The Warriors for PS2 and Xbox had a bullshit gang called The Orphans whose only purpose seemed to be taking a serious beating and their Warlord Sully did nothing himself when The Warriors wrecked his car. The Moon Runners did this stupid suicide tackle bomb and sprayed you with paint in big numbers before getting wasted.

Just Cause 2, a supposed 'super villan' you fight on the top of a sky scraper.

For emphasis:

He targets an orbital satellite weapon on your position on said rooftop. The catch is, he is ALSO on this rooftop and incinerates himself.

To be clear:
To attempt to kill you HE CALLS DOWN FIRE ON HIS OWN HEAD.

I think Kevin Sorbo did that once in Andromeda but he was protected by a mountain.....
