I'd suggest anyone weapons manufacture who tries to create a super weapon to sell to the military. A bribe could be half the development cost without the risk of destroying the world.

Excuse me for pointing this out but wouldn't that leave you exactly where you were before hand and thus be nothing more than a pointless display of power for the sake of it?

Bowser. The idiot kidnaps the same princess countless times, each time getting beaten by the same midget man, using only slightly varying skills.
What I don't understand is that he can quite clearly make helicopters, and there are bombs lying around everywhere. Why doesn't he just combine the two and bomb Mario's place of residence? No more Mario, no more trouble taking over Mushroom Kingdom.

StingSniper Scope from Eat lead the return of Matt hazard. The guy has the worst Arnold Schwarzenegger impersonation I've ever heard. And the guy never shuts up for the life of him. But that's not the worst part, THE DUDE ALWAYS KEEPS COMING BACK AT THE ABSOLUTE WORST POSSIBLE TIME!!!

the final boss of Tales of Vesperia:
It's Duke who fights you out of no where and made for a poor final boss. He wanted the same thing as you except you had a better plan and he didn't like it. Not really but that's what it seemed to amount to. Note absolutly loved the game but the story and villians,sans Yeager and his gals were rather weak.

I cast my vote for Goldman from House of the Dead 2. Not so much for his evil plan (Though "Save The Earth by Killing Everything On It" is pretty dumb) but for the fact that how he speaks kills a lot of his supposed menace. By the end he was slipping into Kermit the Frog voice, for frick's sake!
