Team Rocket/Magma/Aqua/Galactic. I can respect that a criminal organization built around the theft of Pokemon uses stolen Pokemon as a means of weaponry and intimidation... But, honestly. A kid with a type advantage and too much free time can just waltz in and dismantle their entire organization in a single battle, all because they refuse to carry guns (or even billy clubs).
