I don't know about toughest or scariest; but, in terms of being the worst blight on the planet, Kim Jong Il and his regime take the cake.

I'd pick Jimmy Carter.

Well in terms of sheer amount of people he directly/indirectly killed, Mao Zedong.
With around 50mil people killed he is in quite a league of his own.

That said, Pol Pot gets my vote........ actually being a murderous dictator is generally considered to be a dickish move right?

He could have won the Second World War in two years if he had carried on during the Battle of Britain instead of getting bored. He also forced the Jews out of their homes, invoked fear into the hearts of the Germans by introducing the SS and the Gestapo, and the maternity homes for Nazi officers so they could breed more Aryans (he didn't know about genetics, it seems). He was a very clever tactician, his staff (Goebbels, Himmler, Rohm, Hess, Goering and Heidrich) created propaganda, the concentration camps and the SS. The conspiracy theory that he didn't commit suicide on 30th April 1945 and was still alive must have been a scary thought indeed.

From what I understood from the guide, there are good reasons to believe that part of his tomb contains large amounts of mercury. They're simply afraid that opening his tomb could the mercury to contaminate the surrounding area.

Also because the tomb is so old they're also afraid that opening the tomb will damage its contents resulting in the loss of important national heritage (ow yea Mr. Mao might not have liked the Imperial heritage, modern day China LOVES it and wants to preserve it at all costs.
