Well, an
antagonist , and I quote from Webster "one that contends with or opposes another" and sites the term "Adversary" as a synonym. However, in fictional terms, antagonist usually refers to a person, organization, deity, etc. that gets in the way of the protagonist.
Now a
protagonist is
" a : the principal character in a literary work (as a drama or story)
b : a leading actor, character, or participant in a literary work or real event"
By these definitions, a protagonist and an antagonist are not necessarily good or evil; as with the example of Death Note. Light isn't exactly a saint, but he's the main character. L gets in the way of Light's motivations and is thus, an antagonist. However, what distinguishes L from all the others that combat Light's cause is that he is the primary force opposing Light.
Now, to answer your question, I would say that, for a time, Vegeta could count for an arc or two; but he is not the main antagonist of DBZ.
However, this could also be contested by saying that like most Shonen series, Dragon Ball Z goes through several antagonists before ending. I would consider Cell or Freiza to be more of an antagonist. Then again, Vegeta is a complicated character, so one's interpretations could be swayed either way.
Now, for the sake of simplicity, I would say, Yes; Vegeta is an antagonist, one of
many in a long series.
