IMO, Jim Carey was the only good thing about the 3rd Batman film and there should be no one else asked to play the role.

I don't want to play this game, as I don't want to see the Riddler in the movie. He has no place in a Batman movie, he's just not a badass enough villain. In the comics, the Riddler is hardly a threat, more of a petty annoyance constantly overshadowed by more dangerous and deserving villains. The idea of him being a main villain of another Batman movie makes me sick. Maybe if he's just a small part, like Scarecrow was in Begins, that could work, but not the freaking archrival.
I'm liking alot of the ideas so far...I'm truly hoping that Johnny Depp is not the riddler, he is crazy yes, but does not have the deep settled arrogance and intelligence that the Riddler has. It would be a hard role for him but I think if they did choose him, he would have a shot in hell of doing it very well. If he did do well, he has the potential to make the movie amazing, but as I've said, his acting style does not suit the Riddler.
Neil Patrick Harris was also a great suggestion but I don't think I've ever seen him portray a highly intellectual person very well. I think he could pull off a more subtle insanity mixed with extreme arrogance, but I wonder whether or not he could really pull off the kind of intellect the Riddler has.
As for Jim Carey, NO. He's just not serious enough, he does not portray the correct personality to play the Riddler in a dark batman movie.
My favorite so far still has to be Hugh Laurie, though I havent seen anyone else back it yet.
Neil Patrick Harris was also a great suggestion but I don't think I've ever seen him portray a highly intellectual person very well. This is a tough one. I too have heard David Tennent, but I don't think he'd be as good. I'm not sure he could do playfully evil. I think perhaps Zachary Quinto would be good (albeit a little typecast) but I would like to see a sort of understated dark humour (Think Hamill's Joker)like James Spader or someone who seems so rediculously incompetant on the surface, like Zach Braff

Actually Laurie has the arrogance, but I don't know if his house persona has enough "toying" personality. Riddler has taken a back seat in the comic books...but when placed right he was as much or more dangerous and unpredictable as the Joker.
The thing about the current Joker or Scarecrow is that they came entirely from left field. Nobody pictured Heath "Brokeback" Ledger as a proper joker, and Cillian "Breakfast at Pluto's" Murphy as a proper scarecrow, and yet they ran with it. So, in the good spirit of the Nolan, I'm gonna blurt names that jump out of left field too and that would probably do a good Riddler with some mental gymnastics:

-Sean Penn.
-Tom Berenger.
-Chiwetel Ejiofor (He could play a detergent box and he'd still be awesome... ...and yeah he's black, so what?).

it's been said, but johnny Depp or Hugh Laurie. Hell even get someone new-ish, fresh talent doesn't even get a chance anymore in blockbusters
