Neil Patrick Harris was also a great suggestion but I don't think I've ever seen him portray a highly intellectual person very well. I think he could pull off a more subtle insanity mixed with extreme arrogance, but I wonder whether or not he could really pull off the kind of intellect the Riddler has.
As for Jim Carey, NO. He's just not serious enough, he does not portray the correct personality to play the Riddler in a dark batman movie.
My favorite so far still has to be Hugh Laurie, though I havent seen anyone else back it yet.

if you've never seen any of the blackadder series, i highly suggest you do. blackadder II (set around 1100 AD, i think) was great, but my personal favourite was blackadder goes forth (set during ww1)
I was just thinking that Keanu could do this. Longshot: Keanu Reaves - I know. "WHAT THE FUCK? THE ONE-ROLE-MAN?". Well, truth is, Keanu has gotten better at his "ability to excel at one role but suck at everything else". I was pleasantly surprised with his performance in both Constantine and Street Kings. With Nolan's guidance, I seriously think he could pull it off, his innate "...what?" look could actually benefit his character.
