The Joker. He's unpredictable, he's sinister and he's completely insane. We don't know his true origin which adds to the mystery surrounding him. He mocks Batman with everything from silly little jokes to horrific acts of terrorism. He's a psychological foe as well as a physical one. He's the most famous, and the most deadly, villain in the greatest rogues gallery in the world of comic books. That is why he is the greatest villain ever in my book.

I don't think Galactus is technically a villian. He's more of a neutral type.
OT: One of my favorites is Father from Fullmetal Alchemist.

Honestly? The easiest villain to use is Hitler, because it would take a serious effort for anyone to be more hated world wide for the atrocities he committed.

Frank Fontaine from Bioshock
Film - The Joker as portrayed by Heath Ledger. I love Jack Nicholson and Mark Hamill's portrayals too... but Heath managed to be a little more engaging since 1. he played it so damn perfectly and 2. you never knew when he was going to pop up.
