I think the people saying that Simpson is on fox has a good point though. That would very well be the reason.
I'm from Europe so I have no insight into what shows on what and what channel supports what party. All I know is we have simpsons about 3-4 times a day here so I have seen every episode there is several times over and something that is universal is that they never make any jokes about Bush. The closest they ever get is "The government knows best act" and at the end of the navy recruitment episode where Homer says "Anything's possible with Commander Cuckoo-Bananas in charge"

Could you please be more specific? The Simpsons did a joke about A president Bush. In fact, they devoted an entire episode to him called "Two Bad Neighbors", with Bart and George H. W. Bush adopting roles similar to Dennis the Menace and Mr. Wilson respectively. you may have answered your question partially with that Europe part. If you watch translated versions you will miss a lot of the Jokes.
