You could say that in your arguement the decade starts in 2001, but in real life it doesn't start in 2001, it starts in 2000, we started counting from 0 not 1 and 0-1 = 1 year as explained above.

Okay this is a much simpler way of explaining it.

10 years is 10 years. Whether that year ends in 11 or 10, that's all anyone means when they're talking about decades.

So right at the stroke of midnight it would still be the previous decade, but as soon as time goes forward by one second, the current time has a value greater than zero. I.E. 1 second. And thus, we've gone into the new decade!
What he said. Our way of telling time just doesn't translate straight to the decimal system.

Because decade, for the purposes of the definition, simply means a 10 year period. Hence, I can say, "A Decade ago", and refer to 10 years ago, regardless of when it is. We also refer to the decades as the 80's, 90's, etc. Since they are pretty informal, the definition pretty much derives from the name we use. It is downright silly to refer to, for example, the year 1990 as part of the 80's. Which is why we don't. Which is why next year will be the start of a new decade. It is interesting, however, that Millennium does have a formal definition, and so the year 2000 was a new decade, but not millennium.

Also, to relate this into when a decade ends more effectively.

A football match is 90 minutes + injury time, injury time starts as soon as the clock hits 90:00, because as soon as the clock hits 90:00, 90 minutes have been played. Just like as soon as we hit the year 2010, a decade will have passed since we hit the year 2000.

Think about year 0AD.

0AD would be the beginning of the first decade. 10 years later in 10AD it's the beginning of the second decade.

Makes enough sense.

So beginning of the decades are the 0's rather than the 1's.

Midnight, December 31,2009/2010 is the beginning of the next decade and the end of this one. You count from 0. 2010 would be zero until .99999999.2011 would be 1 until 1.999999.Since the days between the beginning of 2010 and 2011 would be akin to decimals between 0 and 1 like .2 .3 .4 .67 .89, it is the beginning of the new decade.

Think about it this way: when we enter 2010, we won't be calling it "two thousand ten", we will be calling it "twenty ten." We get an entirely new way to say the beginning of the year, which makes it sound almost like a new century, let alone a decade.
