Anyways one could argue that Abraham Lincoln started the civil war by just being elected. He wasn't even on the ballot in most southern states. When the north elected him South Carolina said fuck that and left, and I'm sure you know the rest.
Also presidents almost always try to get more power. Andrew Jackson was the first president to actually use the veto power. Then every president after realized they could do it without being yelled at.
