I read several theories.

1. The first is the one in that comic.

2. The second is that she was pregnant, ad either the child got infected, or she did but the child didn't, she killed the child and the human part of her was horrified by it

3. A theory saying that all the witches are the same witch, and she can regenerate from anything, isaware of this, and thus her crying is from the pain of the number of times she has died and been resurrected.

4. Was at that time in the month when infected

5. Rape victim, either being raped by the infected, or raped before and then infected

6. She's got just enough human emotion left to know what she's become, which is why she runs away when she's incapped you, because she's horrified at what she's just done.

7. Because it's really, really, really fucking creepy!

The comic makes quite the good theory, but we would have to ask valve for the real reason, everything else is technically just speculation and theory.

Guess we'll never truly know, although there seems to be two obvious favorite choices.

Really, though, I'm going to say it's because she's developed an unquenchable bloodlust thanks to the infection, and she cries when unable to satisfy it. That's why she runs away when she incapacitates a survivor: to lie in wait one more time.

i thought it was #5, but all these make sense

I think it's because she's in pain. A lot of common infected are holding their head or vomiting or something like that, so it makes sense the infection causes pain. Maybe she just has a strain of infection that's really, really painful.
She just attacks people because she so toatally doesn't need some dorks come all up in her face.

These are /zombies/ they're here to either chew on you, or in the case of L4D, pound you to death with their feet and hands. They're not here to fulfill your rape fantasies, and not to bone you to death (though that would make the Tank MUCH scarier).

If her clothes are ripped, it's probably self-induced, wear and tear from her struggle to avoid infection, or ripped during the beatdown that infected her.

No idea why she cries, but I'm sure "rape by zombies" isn't it.
