Don't schools teach medical history these days? Here's a very brief version of events (I cannot remember the dates, it's some years since my class!)
The WHO (World Health Organisation, not the band) tried to wipe out Mosquitoes in order to eliminate Malaria in Africa. The only ways to do this were
1) widepsread use of pesticides. This was expensive, and over time the mosquitoes developed a resitance to the chemicals used.
2) Poisoning the breeding grounds. The issue here is Mosquitoes breed in wetlands. In a place such as Africa, covering all the water sources in oil is a very bad idea - that will kill off entire ecosystems, and not to mention humans too. Another reason this is a problem is that the mosquitoes can breed in small ammounts of water - such as roadside puddles, making it impossible to prevent there being any breeding sites whatsoever.
