Oh, I'm sure the majority of the world would like to think so, always fun imagining yourself to be the hero. And, sure, maybe some of them would. I have seen the opposite happen, people stand around, maybe not happily, wonder if they should do something, mutter and grumble, and don't actually do anything.
I've been in that situation myself in school, with one screaming kid, 2-3 bullies and myself being present. I take a step forwards, one or two of the bullies (who are larger than myself) loom over me, and that's all the help I gave. I've been on the receiving end of bullying in front of crowds that didn't do that.
In any case, not attacking people until there aren't witnesses is not hard.
Hundreds of people knew what Weinstein, or Cosby or Saville were up to for decades, few of them who weren't being directly affected did anything. Millions of people know about institituonalised abuse in the church, police forces, military etc and don't care.
