Why is Disney treating Star Wars so differently from Marvel?

Because Star Wars will still be Star Wars no matter what they do with it. Having more than one movie a year would drain all enthusiasm from the product rather quickly. Marvel on the other hand is so varying in content and characters and situations that it can get away with more than one movie a year. Thor is different enough from Captain America who is different enough from Iron Man who is different enough from Ant-Man who is... you get the idea. Having more than one Star Wars movie a year would be like having an Iron-Man movie every single year. It would diminish the product.

I think you need to understand the crucial difference here. Marvel is a company that came with a wide variety of IP for Disney to work with. Captain America, Thor, Hulk, Iron Man, The Avengers... Although they all theoretically exist in a single universe, they can be packaged and sold separately. Star Wars on, the other hand, is a single IP which therefor doesn't allow for the same level of flexibility.

there was the expanded universe but outside of some good games and maybe Thrawn the vast, vast majority of people haven't even heard of, let alone care about the expanded universe.

But that's also true of pretty much all of Marvel's library. Every character of worth had their movie rights sold to Sony, Fox, Paramount or Universal.
