Because PC demand won't be particular elastic. And who is to say that more people won't start pirating on Xbox hell if you just gonna get the same game on your Pc why not play it on your hacked Xbox. its side stepping a pot whole and falling off a bridge (i think i've watched ZP to much).
In terms of costs, fully pimping the PC version would cost a lot more than the sales increase they'd get for it. Pimp the PC product and cut profit, even if your hard sales numbers go up. I suspect that's what's happened.
