Cata will improve WoW, imo.
Have you tried leveling in the lowbie areas? It's like fucking torture.

Encouraging players to make new characters is a very good thing in my eyes.
I'm assuming the grind of WoW is like the grind of D2. You grind for levels and loot, right?
I never understand stuff like repeated Boss runs in Diablo 2. You're only going for more loot...so that you can kill the Boss even faster?
I always made a new character when I got high level.
I apologize ahead of time, this will be long:
Once you have one level 80 with enough badges to spare, you don't really need to grind for loot on your lowbies anymore.
Heirloom items are better than anything you'd find. One of two stats might be nice on a particular piece of gear, but nothing can top 10% more xp from quests and mobs.
Currently, Heirloom items fill the following slots:
Shoulders
Chest
Trinket(2 trinkets if your class uses spell damage)
Weapons(including ranged, but excluding wands)
Ring(unique equipped, can't have more than one of it)
Last Blizzcon they said something about new heirloom pieces being introduced. Considering that the current crop of them cover the stats you'll need while leveling, I'm guessing these new pieces will fill in the slots currently without heirlooms: Legs, Boots, Helm, etc.
Heirloom items grow with your character. Each level you gain, grants you more stats on the item.
Here's an example: http://www.wowhead.com/item=42950
You can use the slider to see what stats it'll have at any level.(1-80)
Any slots not filled with heirloom items can easily be filled with quest items or ones you happen to find. You wont see much of a difference in performance between those and dungeon blues.
Also, by now it's safe to assume that most people that have been playing for as long as I have, can create or know someone who can create gear for lower level players through professions.

Of course I'm of the pinion that if you are paying a subscription fee that the content updates should be free and expansions should be limited to games with no subscription fee, so I guess I'm of the opinion it will make it worse.
Well, for me there are exceptions.
The reason I don't mind spending money on Blizzard's expansions for WoW is because between each expansion, I'm given a ton of free stuff that I don't have to pay for. More dungeons and loot, mostly.
I think I've gotten more than my money's worth between each new xpac.
