The woman in question is a FARMER. She had every right to have a second child by the way.
Apparently not according the government she lives under.
The Chinese law states that farmers can have 2 children. kthnks.
Then whats the excuse? Someone at the chinese law office made a big mistake? Preggers woman pointed to her 1st child and the military guys there just said "NOPE!" and punched her in the uterus?
That simply wasn't a mistake. China is not a State under which the law is applied to everyone. Money shields you from pretty much anything and you can buy your way our of very unpleasant situations.

My guess is that the woman or her husband angered someone above them on the food chain. The law doesn't matter here, literally.
