Nothing against you, mate, just a thought that came to me. But more to the point, I think when someone is only watching the gameplay footage and not playing for themselves, mixing up the magical elemental destruction associated with magic and the magical elemental destruction associated with Dragon Shouts is an excusable mistake.
Looked like it. It certainly didn't look like the Oblivion spriggan. Again, weapon being drawn and staying drawn/visible while using simultaneously magic seems pretty indistinguishable from dual wielding. The only physical difference is that the character's hand isn't present, but honestly? This is a Bethesda game. At first glance, it could easily just be mistaken for a temporarily missing animation.
