He already seemed pretty subdued...I mean, his arms were pinned and everything, or atleast he wasn't flailing them around. They were lenient in the fact that they didn't actually deploy the taser. They lit up the electrical arc and used it like a normal stungun. If they'd actually fired the taser into him he probably wouldn't have been able to get away though.
The most convincing evidence is that the cops didn't even chase the guy. The guy runs off, so they turn around and casually walk back towards the camera? What cop just says, "Ah, he's gone" and walks away? That can't be correct procedure.
