anyway, more on topic, my friends and I actually did this during Diamond/Pearl. 8 of us would operate as gym leaders and Four of us would operate as the Elite Four. then we'd put out a flyer in school saying something like if you liked pokemon, and would like to try and run the guantlet, why not take on a new breed of Gym Leaders and Elite Four. The reward in the end was you would get a pin that looked like a badge after every gym leader, then you would get one each time you beat the E4 and another pin to signify you were grand champion. you then got the offer to defend that right and stay champion or you could give up after thata nd keep the pins.
I was the Eighth Gym Leader (EDIT: the reason why is mostly cause I was one of the four of us that came up with the idea and didnt want to be an E4 member, so I was the unofficial "fifth" E4 and eighth gym leader), and was a Steel Type primarily. I had 6 Pokemon, my levels were 63-68 (our E4 levels went from 72-91, yeah, we were a tough league), and I gave out the Mill Badge (which was the image of a smelting furnace that we took at one of the old Pittsburgh Steel Mills). My TM was Flash Cannon.
My team at the time (in no particular order, and remembering this is D/P) was

Empoleon
Lucario
Metagross (a shiny one too)
Skarmory
Aggron
So i guess for the Fifth Generation, i'd do the same theme.

Gym Layout: An Old Mill, complete with portions to blow away the dirt (creating a sandstorm), places to heat the ore (including a little section where the fire will pour over you and you walk through an archway that makes it look like you're getting hit by the fire. Creates a sunny day type area, and causes pokemon to lose PP quicker do to heat exhaustion [like a permanent Pressure] unless you're part steel/ground), and a section for cooling (creates a rainy day type area).

<spoiler=Rematch>Same pokemon except ofr my second, I'll use whatever I didnt use before. My aslo change probopass to heatran or a Magnazone. Pokemon get different movesets, levels are all 10-12 levels higher. Upgrade strategy to use max revives, revives, full restores, and max potions, a well as teh occasional X item.
And I suppose to be fair (and creative), I should make up an actual TM.
