I can have point 1 without point 2, but not the other way around. I need to enjoy the game first and foremost, after all. If both points are together, then that's a damned good game and likely among my top favorite games.
I would agree with you with most games, but Zeno Clash managed to do the good story without entirely enthralling gameplay.
Arguably, so do Heavy Rain and Fahrenheit.

My definition of a good game is:

1- It is fun to play
2- It has a good story
3- It has a good holdup of gameplay and story from beginning to end (Not essential)
4- It doesnt feel like a chore

-Give me a decent story/plot
-Do NOT take away my inventory
-Do NOT put me on rails. I prefer to set my pace and decide how to take an objective. I hate that decision being taken away from me.
-Give us a good control scheme. No button mashing. If I wanted to button mash, I'd buy console.
-Let me save when and where I want to.

Generally speaking, good gameplay and at least good enough graphics to where I can tell what I'm doing. These days games usually have to get an 80 or better on metacritic for me to consider them since I can't just play video games all day, though there are some exceptions every now and then (especially if they were dirt cheap in a steam sale).
