I would have to go with Tenchu, pretty much all of them. They are great games which could be even better with a decent sized studio behind them.
I'm not sure why, I never got a chance to play VIII, nor the ones before VI. IX was, well, the unspoken one that should never have existed (if you ask me, at least). Admittedly, VI/VII were some of the best games ever until you got the blasters, luckily. So much to do, so many places to explore. They are somewhat similar up until the latest: Tenchu Z. Although the game mechanics are more or less the same you do not play as either Rkimarue or Ayame, instead you get to create your own ninja which is awesome.
