I gotta agree with this one, at least as far as DBZ villains go. None of the other DBZ villains were as terrifyingly ruthless as Frieza.

Also Dexter and Light Yagami if that kind of anti-heroism is counted as well.

Even though I don't watch Heroes anymore, Sylar easily made the show while I was watching, and probably still does.

Or, if I'm allowed to, I choose Janitor from Scrubs. He's not really a villain, but he's J.D.'s nemesis, and any nemesis of the main character is close enough to a villain that they count, I believe.

I really like Krang from Teenage Mutant Ninja Turtles, just because he has a funny voice.

But on a serious note, I don't know if he counts as a bad guy, but Omar Little from The Wire is an awesome character.

First thing that comes to mind is Stringer Bell from "The Wire", but he was almost a protagonist. Which totally rules out Omar as well.

So I'm going to say George Hearst from Deadwood, because boy did they ever do a handy job of character assassination on him in that show.

Honorable mention for Tony Soprano, who also suffers from "he's actually the protagonist" disease.
