From Comics: Bullseye. I don't know why I like him so much... I just do. Hush from Batman. Anyone from Batman, really, but Hush stands out. His origin was like Batman's but in a dark way. Norman Osborn. Dark Reign may have dragged on a little, but I loved the concept of "What if the bad guys ran EVERYTHING?"

Movies: Any monster who fought Godzilla. The woman from Inception. Hard to think of movie villians, because most of my favorites are from other sources...

Anime/Manga: Light Yagami. One of the most sucessful villians I've ever seen. Akatsuki. You know, that group was the reason I tolerated Naruto as long as I did. Enel/Eneru from One Piece. Any OP villian, really, but Eneru was my personal favorite.

Video Games: Gannondorf. Power of the gods, ruled he world for 7 years, and gets bigger and badder every encounter. Kefka. Like Light, I gotta give him props for his sucess. Plus, he's like gaming's Joker. Kessler. Future self gone horribly wrong. Bias for electrical powers, as well. MGS villians. They're unique, eccentric, and have personality.

Why in the hell do people like Kefka? He has no motivation. He's just doing shit for no reason. Real villains have motivation for their actions, not just doing things for no reason at all.

OT: Hm. A favorite Villain? Interesting question. Most villains in games I despise, because they like to murder me a whole lot. I'd probably say Lanfear. Or Liquid Ocelot. That guy is hilarious, even though he tries so hard not to be.

Comics: Ozymandias
"If we make resources infinite, we make war obsolete."
This man had it right. Millions to save billions.

Games: GLaDOS
"Please note that we have added a consequence for failure. Any contact with the chamber floor will result in an unsatisfactory mark on your official testing record, followed by death."
All in the name of science.

I have yet to find another villain that gives me the chills at the level that Sovereign does...

Hmmm. Kimiko Ross is awsome, as long as you don't think to hard on the consequences of her actions. Then she's scary.
Is she a villain, though? She seems pretty neutral on the sliding scale of good and evil. Also, while most of her actions do probably have drastic consequences, the world she lives in is practically having the laws of physics rewritten daily, and not just by her. She's an awesome character though.

OT: It's very hard to pick just one. I can narrow it down to Dr. Breen and GlaDOS. Valve has produced some great villains. Oh, and Memnan Saa from BPRD. He does "evil sorcerer" perfectly:

The REAL villain from Red Dead Redemption. Anyone who's finished the game knows what I'm talking about.
Industrialization? Har har har...
Anywho, natural responses are Darth Vader and the Joker, but to spice things up I'll go with Iago from Othello. Just so deliciously evil.

I've found The Major from Hellsing to be one one of the most amusing villains to date. Everything about him is just so..awesome. I mean, just listen to his speech!
The Major is my favourite villain as well.
I found him very well developed, interesting and innovative.

But Sephiroth is a great villain, too.
His whole design is really superb in my opinion.

Kefka. He is the only villian I know of in Final Fantasy history that acually succeeds in becoming God and runing everything. The only reason you when the final fight is because he's bored and goes easy on you. Face it, Kefka rocks ass.

Ichimaru Gin (although he's now an anti-hero), and Aizen Sousuke pre-hogyoku implantation (the mullet, wings and "Just as Planned" make him a rubbish and comical villain)
Ramon Salazar from RE4 - as Yahtzee puts it, he is "midget Napoleon"
