Lucien in fable II, so many reasons...
OK so the antagonist crushes both your sisters dreams and her liver by shooting her to her premature death in front of you, her kid brother, then proceeds to turn upon you, shoot you out of a window of a 4 story building and is both not immediately treated by the main protagonist with a fanatical devotion to murder, or even as a prime concern.
for e.g. after your grievous adventure into discovering that you are a 'hero' and told your primary method of obtaining wealth, you are immediately treated to a view of what it is that the big bad is doing on the water...constructing a doom fortress/tower it being in the early stages and perfectly able to be nipped into the bud and the protagonist instead of black smithing his way into a yacht and shooting, fire-balling, stabbing main baddie #1 in the face he... goes on a fantastical adventure to collect 3 people who are kinda-sorta good at 1 of those three disciplines of murder. during which the protagonist literally is brought before the big bad, in his big 'ol doom tower, basically feet/meters separating him from his goal...and he stands there in a cut scene. and after you rescue the kinda-good at magic guy you instead of turning around and giving a few 'thanks for killing my sister stabs' you just...leave. ok, and afterwords, when you finally confront the crazy bastard and he is NOT kill stolen by the third kinda-good at something person that no human could possibly like the antagonist still seems to get that last middle finger at the choices given to you be the big magic doom tower that basically consist of this:
1) get a stature of your self and never see your sister or your dog again in exchange for useless good points.
2) get no points, resurrect your sister and dog and never see your sister again...wait WA?-
3) get 1 mill in cash evil points and never see your dog or sister again.
i mean really Lucien has got to be the biggest case of plot armor and plot frustration that has ever crossed my seasoned gaming hands. i honestly never got any closure from any part of the story let alone the ending which just leaves me with this question at the end, did i win or did i pay 50$ to get screwed over?

I hate everyone from the Dead Rising games, because they're annoying and pointless and have no personality and are no fun to kill.

Psycho Mantis was intensely frustrating before I learned the controller cheat, then even more frustrating when for some reason it didn't work for me - I had to chip away a fraction of health at a time for like an hour or more.

The recurring "Titan Monster" guy that you fight a million times in Arkham Asylum, just because it's the one repetitive annoying part of an amazing game.

I think the gold medal goes to the final boss "fight" in Gears of War 2, for being this epic manly game with all this buildup and a final fight consisting of a one-button quick time event.

If we're talking about bad villians, then I'd say Edgar Ross from RDR as well. You don't even see him until the last third of the game, and they make his personality so weak he's just smug and arrogant, not antagonist material. After the plot twist at the end of the game I was hoping for a big finale, but instead you just kill him off in a normal duel sequence! Not saying it wasn't a good game because it is, but he's just... shit.

Most of the time, the Hero in that game was just doing what Theresa told him to do. The actions of the hero made it clear he or she wasn't that clever, merely strong and heroic. And Theresa wanted the Spire, so she couldn't make the Hero kill Lucien outright. But she couldn't let the hero just run free to tend to his own devices, he or she might find a way to kill Lucien.

So she sends the hero onto a quest that empowers him or her, and lend an edge in the final 'battle' while Lucien continues to finish the Spire.

I found it a pretty weak excuse as well, but at least they gave one instead of going 'dunno lol go hack sum hobbs.'

You see, this is a pretty hard thing to answer, because of the nature of a good antagonist.

Often times, the best antagonists are deep, complicated characters. Two great examples come out of Bioware's camp; Teyrn Loghian and Saren Arterius. I dare anybody try to say they're truly evil people after having played the game trying to learn more about them rather than just saying "I hate you! Pew pew pew!" every time you encounter them. There aren't a whole lot of well developed antagonists that you could say are definitely evil, just plain simple rotten bad guys.

So you're usually left with enemies that just made your completion of the game a living hell because it was a tough boss battle or something like that. You don't hate the guys like Frank Fontaine as much as that one fucking vorcha in the Archangel mission in ME2 that had the flamethrower (you know which one I'm talking about). You hate the minor enemy for the amount of frustration he has caused more than a character who has done something extremely heinous, like shooting a child or such.

So ultimately I have to say my most hated antagonist is really any Japanese or German soldier in Call of Duty: World at War on veteran mode, because they have six arms each, four to spam grenades, and two for auto-aiming on you.

Yeah yeah, long and overly complicated.

For me the most hated boss was the dragon in the S class tournament in monster rancher 1. Raise an awesome golem it rips through all the S class fighters goes up against the dragon and it one hits him...my golem died the next month after spending the month in the hospital due to injuries.

General Sarrano from Bulletstorm. I find it unlikely that the heroes didn't know he was evil, since he can't say a single word without insulting you and telling about how much he loves being evil.

What infuriates me most is that he didn't die. The very point of the story and the culmination of the catharsis should have been an over the top death scene. I was disappointed in the very culture that spawned that decision as there was absolutely no reason to deny it from the player. He could easily turn the characters against each other by telling about how he cheated one into killing anothers father - a very good and dramatic time for both of them to empty their clips into him - and in general spend way too much time being just pointed at with a gun by people who ought to kill him on sight.

If they wanted to preserve an antagonist in case of a sequel, there still was the entire interplanetary army for that.

Most hated as in I genrally hated the character?
probably ulmeyda from Killer 7 because he genrally just disturbed me. I know the whole game is supposed to be disturbing but he really took the cake for me, from his voice to his attitude to his overall public image and the boss fight.
but some one like edgar ross i thought was one of the most deepest and truly complex bad guys in video game history in a word I love to hate him, but even more so i wanted to understand him, Edgar Ross is easily my cowboy sephiroth!

Probably the dog in Dragon Quest.
They spend the whole entire game characterising this joker-like guy, whom I really liked as a protagonist, then kill him off only to have him replaced by a flying dog. Seriously, who figured a doggy would be more epic a boss fight than the japanese incarnation of the Joker?

so yeah, I'm saying this guy, as far as 'villains that i hate, cause they just suck' goes

far as 'villains i love to hate' Kefka from FF6, he's like the Joker, with godlike power. how many other villains set out to, and succeed in committing genocide, and basically sending the entirety of the planet into a death spiral

Probably Seth from Street Fighter 4 didnt like his design at all he adds nothing to the street fighter universe steals a load of his move list from other characters oh and is ridiculously annoying to fight plus his stupid laugh as he beats you up for the x th time is annoying as hell.
I appreciate his role as an antagonist isnt that defined but he is the main boss so I am labeling him as the main antagonist.

Right now, with anger and bile coursing through my veins, my most hated antagonists are EVERY FUCKING OPPONENT YOU FACE IN THE YU-GI-OH DS GAMES!

I swear they've all got stacked decks (or Millenium Eyes), they always have the exact cards needed to counter every strategy I attempt to make. It goes beyond just good luck or good AI and into the territory of "your DS hates you and always will."

Abraham Reyes and Vincente de Santa from Red Dead Redemption.

I wanted to put a bullet in both of those guys from the start. I tried and tried, wished time and again the game would let me.

I don't think I've hated anyone in any game as much as I despised those two. I went overboard when they finally gave me the chance to kill de Santa, dragging him around behind my horse for a while, then unloading the entirety of my ammo store into his corpse.
