In Kingdom Hearts: Chain of Memories, Captain Hook has an attack called "Rush N' Present". He launces a near unavoidable gift at you, it explodes, you get stunned, and he does it five billion more times. It klled me in thirty seven seconds. Yeah, I counted.

Any stun/invisibility/whatever that interrupts the battle and allows the bad guy to spout off some stupid monologue. It's especially bad for bosses that take several tries to kill, because you always hear the same speach at the same set points during the fight. That's extremely annoying.

So I guess the power would be the power of uninterruptable monologue? Yeah, I'll go with that.

(Dis)Honorable Mention: the ability to spawn minions. It's one thing if minions are coming from somewhere. But if the boss just summons them out of nothing, that's not only cheap but raises the question of why they don't just spawn a million minions to overrun me.

Whenever an enemy uses effects that ragdoll me, because I'll inevitably get stuck in the floor or something. I'm looking at you, Benezia.

Yep. That's my one as well. I worked hard to get my weapons and some damn dead guy comes along and shouts them out of my hands. Its frustrating.
If it isn't disarm though its their unrelenting force which knocks you to the ground for a painfully long time.

That purple homing magic attack done by the Four Kings in Dark Souls. Yeah, it moves kinda slow and is kinda easy to avoid if you run like a ***** for 15 seconds, but he'll probably send out another one while you're running away. And then another king will show up. And then you're as good as dead. And the lack of depth perception in the abyss just makes it worse. Oh God, I can't even tell how close the damn thing is.

When an enemy launch one hard to avoid attack upon death, doesn't happen that often but when it does it is insanely annoying. Best example would be the magic master from FF6 who casts ultima once he dies, unless you know this is coming and have either re raise cast or had a party member jump, your going to die and have to start the whole damn dungeon again.

Second place is tied with spawning minions,full heal spells,and instant death attacks.

The Brachyosaurs in FFVI. Farming them for some more Celestiads (a ring that makes all spells cost only 1 MP) It's a rare drop already, and everytime I get close to killing one...

Everyone gets blown out of the battle. They don't die, but the fight's over and I can fight like a million Tyrannasaurs again before I encounter another Brachyosaur. Only to get SNORTed again, of course.

Diablo 2 - Duriel in normal (act 2 boss). Weird, right? Here's why;

He has a movement increased charge which then knocks you back so he can do it again in a near perma-stun.
His attacks do high damage so you chug potions just to stay alive so a lot of your hard earned money goes there and into your deaths too.
He also has a freezing aura so you can't run around tactically. So every non-melee character is immediately at a disadvantage.

He's not as bad in Nightmare or Hell because you can always go back somewhere and power-level until he's no longer a threat. But in normal, there's no where you could go except to Duriel.
Of course, this is without power-leveling/rushers doing all the work for you which is anti-playing.

Duriel in normal pissed me off the most.

Regeneration. I loathe almost killing a boss, then stopping so I can heal a bit, only to have him heal COMPLETELY.

My main pet peeve is something simpler, and in fact not really "hard" to deal with, just ANNOYING - enemies with 10,000,000 hitpoints (or the equivalent). They are rarely hard to beat, it's just that it takes SO FRAZZLING LONG to do it, and it gets boring after about the first 10 seconds, and yet you know you'll be pulling off that same combo or attack on him for the next 10 minutes before he drops....

My friends and I were just talking about this the other day. The fight with the queen in Gears 3 on insane is also pretty bad, but mostly because it takes so long to kill Tempest(the giant beetle thing with instant death beam powers). If we didn't have infinite ammo and super reload on it probably would have taken even longer than it did.

I guess if I had to put this in the form of a power, it would be "The power to make no noise when moving". Because you can never tell when one's sneaking up behind you, until your life bar starts draining.
Those guys were annoying. However, in one of my last play-throughs of Bioshock, I managed to glitch the game so that I never ran into those guys by putting a mine (or three) onto the first one to be activated so that it would blow up the moment it started moving. Scared me half to death when it blew up and flew right into the wall beside me and I'm not sure it would work again, but it was worth it.

D&D the running joke is that my character's all get turned too stone due to the fact that enemies who have powers to turn people to stone WILL turn me to stone.

Easy. Internet connections with higher bandwidth. Close second being leaving their headset mics on so that everyone can hear them mouth breathing.

...Okay, multiplayer opponents don't count as enemies? Fine. Fighting game boss characters who are immune to the projectile/throw tactics that got you to that boss fight to begin with. Honorable mention goes to the Assassin's Creed series, as fighting against anyone holding the Apple of Eden is rarely fun. Thing seriously needs to get nerfed one of these days.
