I personally don't think it matters. Bioshock's cinematic opening was practically non-existent, but I consider the "opening" to last at least as long as it takes to get to the city. I'd even argue to the point of getting the pistol because it's still an interactive cutscene by that point, but a much more fair line to draw would be when you get your first plasmid.
In terms of cinematic presentation though, Bioshock has nothing on Final Fantasy 9 or Full Throttle. The thing is none of those intros are interactive, but they only set up the story. They do nothing for the mood of the game. It's apples and oranges, and thus why both should count. As long as we aren't extending the intros through the tutorial, I think we will be fine.
