The giant robos are typically saved (some special cases may occur) for when the villains up the ante by growing the monsters.
Sometimes it's like Magiranger where the monsters grow thanks to magic spells, sometimes the monsters have multiple lives (ala: Shinkenger/Samurai), sometimes it's the monster have giant robots of their own (looking at you Dekaranger/Space Patrol Delta) or the monsters grow because of technology (Go-Onger/RPM your turn in the spot light).

Typically, the in-universe explanation is that once a monster fight is known, the residents of the town either go underground or flee the city (or the CBD at least) for when the inevitable Megazord fight is about it happen.
